Popup to disable Mod Threading if loading takes too long#1276

Make popup with button to switch off Mod Threading if loading takes longer than couple of minutes.
Also with information what they should restart Tabletop Simulator afterwards.

-nothreading launch option.
Also option in game settings.

After some time of thinking i want to change request.

It must be Mod Thread slider for max threads count with 1 by default. Instead of checkbox.
