Mahjong tiles in the old version used to only snap to two states; face up and face down.
Since 13.0 they will snap into random directions depending on how you pick them up and it’s unplayably awful to get them oriented correctly again. The Flip command simply flips them upside down, ignoring the face.
Rotation also snaps them into weird orientations, almost as if they’re using the dice physics.
Yes, this is still happening.
Mahjong is still unusable, it’s been months since this update came out. Please fix!

In the Classic category of games, load up the Mahjong preset.
Use Q/E to rotate the tiles.
Certain tiles will not rotate as you’d expect them to, and they will instead start standing up, as if they’re flipping to different faces of a die.
I believe, if you pull tiles from the wall 90 degrees from you, when you put them in your hand, you can only see the smallest 2 faces (I call them top and bottom, as if the tile were sitting up with the image facing you) which is useless. Taking the tile out of your hand, placing it on the table, and attempting to reorient it is all but impossible. Please LMK if you need more info and I will go start the game up and provide more details.
If possible, could you test with this mod as well?

That’s the table I use with my friends, I’m fairly sure these tiles are in the base game but just now I couldn’t find a way to spawn them.
I noticed that they’re slightly fatter but otherwise seem to behave the same as the ones in preset I mentioned earlier.
