Load PDF on mod load#2053

Even when using small pdfs (10-20 megabytes), turning a page will cause the whole room and voice chat to hang. It would be much better if pdfs loaded fully when you load a mod. Right now it can be disruptive to even read a rulebook.

There could be a cap where it warns the host like with links if there’s too many pdfs, a pdf is too long, or the filesize is too large.

I know the feel, I have a Pokemon RPG table with a more than 400 pages PDF. and every page turn is a pain in the butt.
