Global chat command included despite it being removed from the game#2117

Despite the global chat being removed, the chat command say_global still exists. It throws the error IRC Not Connected. From what I can tell, this is not intended, as there is no way to connect to an irc channel

I wonder if this unlocks the (Now) unobtainable achievement

it does unlock the achivement, just tried it
