action_popout does not work on mouse selection#2118

According to the console documentation, action_popout should… popout the specified GUID book, or if no argument, the item the mouse is pointing at.

Except it only works with an argument. It does not work when the mouse is hovering over a PDF book.

Works when I try it, if you can provide a repro I’ll look again

I realized that it does not work if the PDF is locked, such as in this image (but really with any locked PDF)

Why not? PDFs have no reason to move around most of the times and they are locked (with much common sense) in 99% of the mods.
