Cyrillic Capital letters#2452

Please work on better Cyrillic support. Capital letters of the Russian alphabet (I assume any Cyrillic alphabet) in workshop notebooks, paper notes - on anything scripted - turn into question marks when loading the game.

Also when comparing cyrillic “Р” with “Р” it returns false. And only with capital “Р”
