This probably isn’t possible because I don’t think Steam exposes metadata, but there’s a somewhat niche feature for LOOPSTART and LOOPEND tags, which allow a music player to repeat the same section of a song X amount of times by referencing the sample position in these tags.
For example, https://smashcustommusic.net/ has songs which loop using this feature (and there are programs that let you find loop points automatically such as pymusiclooper), and fan projects such as Outrun 2006 Tweaks support looping audio via these tags. Foobar, a music player, has a plugin for it (https://hydrogenaudio.org/index.php/topic,127522.0.html), and a program called LoopingAudioConverter lets you export music with the looped section concatenated in X amount of times.
I’m guessing this is not possible, BUT if it is, it’d be a cool feature to see. I’ve already seen at least one mod with a 30 minute looped ogg, so this would eliminate the need to do that. I suppose the alternative would be the edit the song so that it loops smoothly when it repeats itself in the playlist.
the steam uploads should just be the full file so it doesn’t matter about the metadata. the only problem might be the unity audio player support for specific looped audio
