VSYNC setting may be Inverted?#3033

Hello,

I noticed that TTS seemed to be taxing my GPU a lot, even when just sitting on the title screen. So, I was testing turning off and on different Graphics settings while watching my GPU temps, usage, and fan speeds.

With the box unchecked and VSYNC set to OFF my GPU runs at around 41 degrees.
Checking the box and setting VSYNC to ON the GPU jumps quickly to 59 degrees.

I tested this launching normally and launching with Vulkan - same results with both.
I have not tested VR.

Is it at all possible that the toggle for VSYNC is somehow backwards?
