Hidden Zone Tagging Bug#431

Tagging a Hidden Zone and a tile with two different tags to prevent the tile to be hidden appears broken. The tagged tile is only visable to the host and not to the other players. I am not using a standard table, and the hidden zone are going though the tile. The Hidden zone tagging system is working as I have cards that get hidden when they go into the the HZ.
