In hotseat, cannot pass turns#595

Previously, in hotseat, I could click in the top-right on any player’s name to open a menu with options including “Pass Turn” and “Change Color”. In the current version 13.0.5, I can only open this menu for the current player (see attached screenshot “current_player_menu”). This results in “Pass Turn” being non-functional in hotseat. (“Change Color” is also non-functional in hotseat, which I am describing in a separate bug report.)

I have confirmed that the “pass turns” option is enabled (see attached screenshot turns_options). I have also tried toggling “type” on the turns menu to both automatic and custom, as well as toggling the hotseat options in “Configuration/Misc”. In every case, there is no option to “Pass Turn”.

I can reproduce this issue.
