Allow changing the order of Rotation Values#947

The Rotation Value Tool’s UI should allow us to change the order of Rotation Values.

This is important because the first one in the list corresponds to the alphanumeric 1 key, 2nd to alpha2 key, etc (by default).

Currently, to change the order you have to copy the values of the Rotation Value over from one to the next, or maybe even change all of them if you’re trying to move the last value to the 1st spot. It’s VERY tedious for what should be 1 drag and drop.

Ideally, we could just drag and drop the Rotation Values to where we want and see the squares move to their new spot. Otherwise, having a new field we can edit for Rotation Values that is a number for its order in the list. Latter one is certainly more annoying since you have to handle 2 Rotation Values temporarily having the same order values and you have to click the edit button each time.
