Adding tag using "+" button doesn't work if tag already exists#978

The behaviour of the “+” button in the tag dialog is inconsistent.

If the tag didn’t previously exist, it is added to the asset.

If the tag previously existed, it isn’t added to the asset.

Please add the tag to the object regardless of whether it previously existed or not.
