Improvements for the ruler tool#2699

Could a ruler be added that allows its measurement to be specified according to the grid? A constant issue in role-play within Tabletop Simulator is that the game’s default rulers don’t match the grid, and being able to adjust that to set a specific measurement per square would be extremely useful.
